FPS issues

since new update been Locked@ 1 FPS bot cant even start a profile
comp previously ran fine, even ran yesterday same computer and all but now I cant get a profile to start bc of the FPS lag
clean install
NO AV/Firewall
No Conflicting Addons
32bit, DX9, win8.1 up-to-date
I open HB login, go from 55>28
load a profile, hit Start drops to 1 immediately
shut off the profile and its fine
tried with grinding, questing, Garrisonbuddy, Garrisonboss,
Singular combat Routine, No Combat Routine, Premium KittyDru Routine... everything drops it to 1
