FPS Drops - Slow Login

Hi.
My HB is constantly dropping FPS from 150 to 4, each time it switches a target.
Also when opening HB, it takes quite some time and is slow.

I have tried giving higher priority to both HB and WoW, it made no difference.
I have no firewall / antivirus enabled.
None of the apps that interfere with HB, are installed.

I have done a clean install of HB, made no difference.
I have no WoW addons enabled either.

My PC is fully updated, and so are my drivers.

I tried this in both DX9 and DX11 mode, no difference between them.

Tony, I don't mean to be rude, but did you actually read my opening thread?
Everything you have asked so far, have clearly been defined as already done and found to not be solving the issue.
