Findle's Loot-A-Rang

Is there any way to write a plugin so that instead running to loot everything, it would use Findle's Loot-A-Rang?

It is like a 200g item that loots all nearby corpses on a 3 second cooldown. Basically, you never have to run and loot a body ever again. Also helps you get loot in those hard to reach places.
