Is there a way to find all the rare and unique monsters even when they are not nearby? Is this information stored in the client even we are far away from them?

Monsters only show as they come into "view" which is a limited range.
 
So you are saying the information is not available in the memory of the POE client?

I remember a few months back, the map visualizer was able to show all the monsters on a map as dots. Has there been a fundamental change to the POE client (I'm not talking about EB)?
 
It is, only limited view, as you move, data gets sent to you.
For Example.
Lets say a map is 400 square units, you as a client are only allowed to know 20 square units, because the server does not send any information on anything past 20 square units out, as you move, you "explore" the locations, and monsters get into your 20 square unit view and you see them.
That's why you don't see maphacks that show all the monsters on the map, it simply isn't possible the way GGG does things. Pushedx can elaborate more.

The client has always worked the same way; a limited amount of world data is sent to you as you move throughout the area.

The Map Visualizer could only showed the stuff around you, because that's the only data that is accessible from the client.

There are certain ways to "guess" if certain types of objects (corrupted areas, strongboxes, larger chests, exiles, masters) will be in the area, but that's just taking advantage of the client pre-loading resources for performance. Likewise for the map generation, since the client has to generate it upon entry, the actual map tiles are known, but you won't know what's in them until you're in sync radius on the server.
