Feral cc?

Is there a feral cc for 4.0 anywhere? the default one sucks, doesnt mangle. Or just stay with boomkin?

Which spec would be faster to level with HB?

Feral IMO as there is very little downtime.. you don't have to wait for mana, and if you get adds you can go bear and raise your defense and health so you don't die. The default CCs made by hawker are really good, unfortunately though, they need ALOT of tweaks since the two patches.

how difficult would it be to level a feral without heirloom wep? do i constantly have to upgrade weapons or something?

If you use the AutoEquip plugin and select your proper weight set, things that you can use will drop often enough that youll be ok in my opinion.
