2) C++ service pack from update NOT installed and never installed
3) tryed to start Diablo with admin and without admin permission - NOT fixed
4) Tryed to remove plugins - NOT FIXED
5) tryed to remove everything and do clean install - NOT FIXED

So DB strarted to work only after i promoted user under which i start DB to Administrators group.
For now i think it is a bug in DB binded with UAC of windows.
Is it possible to do something to make possible to use "Run as Administrator" instead of complete promotion to admin group.

What UAC bug are you talking about. Are you running on an administrative account? If you're not you got to if not you will/might face issues.

press right mouse button and choose from drop down menu "Run as Administrator" it mean start program with administrative priviledge . in case DB if you do "Run as administrator" you will see "System exception...." this is bug.
