Eternal flame never casts

Hey guys, eternal flame is never used on my HB. I have it enabled at 65% health, Tried playing around with it and nothing seems to work. He only seems to use flash of light. Can anybody help? Thanks!

Another thing is after fights even though he's well above his 40% FoL threshhold he'll always use Flash of light instead of Eternal Flame, which causes him to be out of mana a lot more often and spend much more time eating/drinking than necessary. Any help would be greatly appreciated Thanks!

^^This. its a combat routine issue not a honorbuddy issue. also NEVER post offsite logs.

^It's like this for every single script I've run though. Quests, bgs, grinding. And I didn't have the option of posting off site as your website doesn't allow over 1mb.
