error with HB

I keep getting this error everytime Im trying to start HB.

make a new Hb installation from scratch (new folder)

I have made a new installation Fresh, put only the questing files along with the plugins and i am getting the above ass well. Log attached.

did you have any updates with windows ?

because I had te same problems until I have updated all of the 109 updates
