Doesn't Turn in Quests, just keeps clicking

Just like the title says, it picks up quests fine, some quests it turns in, others it just sits there clicking on the NPC.

I know its not the profile or location because I tried questing on a totally different toon, area, and profile and it still sometimes happens.

Also tried a fresh install of HB, no go.

Any ideas?
