Does anyone know how to enable Phalanx cast 247?

Was wondering if someone is running this build

Hey there, this build is on my todo list, so hopefully we'll see it supported in the next few days.

I've ran the build it works great, hero just doesn't cast the Phalanx when they are down, the CD makes them up 247 without heavy CDR items, so far from what I've tested.
