Dis file type

how do i open .dis file types. Do i need to download something?

I opened the loot rules for trinity in notepad, and it was Fucked up lol. do i need to resize it a certain way, because even with wordwrap it was unreadable

ive resized it as best i could, but its still not lining up very well: it looks waaaaaaaaaaaay worse in my notepad lol
