DB Not starting, error message

Not sure why this is happening but until a couple months ago DB was working just fine in this comp. I recently got a heavy work load so I wanted to get this running again and started having these problems last night when I re-downloaded it.
I have done a few clean installs and I have gone through the system uninstalling programs from the list
http://wiki.thebuddyforum.com/index.php?title=BosslandGmbH:HelpDeskrograms_that_Interfere_with_BosslandGmbH_Products even though they never interfered with DB before and restarted the computer and still to an avail.

Any suggestions?

any antivirus enabled?

are you running DB as admin?

No antivirus is running and I am starting it as Admin
