- microsoft .net framework 4 client profile
- microsoft .net framework 4 extended
- microsoft visual c++ 2010 x86 redistributable
- microsoft visual c++ 2012 x86 redistributable


restart your pc,
download the installationwizard from https://www.thebuddyforum.com/BuddyWizard.exe
run it as administrator.
after the wizard is done, run windows update. And install all updates for .net & c++
restart

Crap I cannot run Windows update. The last Update killed my computer and I had to system restore to get it back.

You gotta do a windows update to make sure the frameworks are fully updated.

I could not do anything suggested. I ended up having to full reinstall windows in order to get the newest updates from Microsoft. I am back up and running diablo at least.... Now in process of installing all the rest of my stuff.
