remove:
- microsoft .net framework 4 client profile
- microsoft .net framework 4 extended
- microsoft .net framework 4.5.1
- microsoft visual c++ 2010 x86 redistributable
- microsoft visual c++ 2012 x86 redistributable
restart your pc,
download the installationwizard from here
run it as administrator.
after the wizard is done, run windows update. And install all updates for .net & c++
restart

Welll, I managed to run the installationwizard. It says I'm ready to run DB. I've run Windows update. Restarted. Problem still persist.

However, once I removed everything listed above, the installationwizard does not work. It just tells me MSVCR100.dll was not found. Only after I manually re-install Visual C++ did the installationwizard started working. And then I ran windows update and restarted again. Nothing works.
