Cyclone Strike with support monk

My Monk isn't casting cyclone strike enough, even tho the slider is set to only have a 300 MS delay on cast, he let the buff from shoulders fall off all the time ( -50% damage taken ) and cyclone strike is also important for healing party members, so is there any way to make him cast it more often?

Nvn fixed it by using Phelons playground
