Whats the best build for lvling 1-30 and 30-60 ?

Just a small reminder, I'm using Justice(builder) and Blessed Hammer(spender), and when I'm fighting a single white monster it keeps using Justice(the builder) when I'm already capped on wrath.

I have no clue, bought diablo few days ago:x
I used noxxic for my barb but as with anything noxxic it sucks balls, huge balls.

For example, i used some "good" build from noxxic, struggled todo T1, changed to barb build someone recommended here, started doing T3 without any problems what so ever.

And i feel i have the same issue now, 200k dps, 1,6 mil thoughness and struggle todo T1 cota runs

Atm using Blazing sweep build.(Lvl 70 now.)
