Combination Strike being considered by routine?

Hi!

I tried a combination strike setup with FoT and WotHF, but the routine didnt seem to care, as I never saw the secondary attack being performed, and the buffed dps didnt seem to increase to the desired level either. Is it just me, or it hasnt been implemented yet?
