Combat routine - Trigger on monster HP (or similar)

I'm looking for a way to trigger abilities when monsters of a certain HP are nearby. Currently the WD combat routine wants elites before using certain abilities but when I bot in high torments and have big bad voodoo off cooldown almost all the time it would be nice to have it trigger against tougher monsters, not only elites.

Appreciate any tips!
