This is very unlikely to be a problem in Subversion.
Subversion does not know what is happening on the network layer.
It just opens a socket, and writes to it and reads from it.
You need to consult your logs to see what might be going wrong, tcpdump and similar network diagnosing tools may also help.
Also sanity check any firewalls (windows firewall / bit defender and so on)
