Hey Mates.
Well I know this isnt a plugin, but I want to tell you guys about it anyway, and I found this to be the best section.
The Addon Im Talking about in this thread is Chatsounds.

Now what this addon does, is that it lets you select the sound that wow makes when you receave a whisper and when someone say something in BG chat. Sadly it dosent support say chat.
Anyway i have only tried to use it with Whispers, and I must say it works flawless.
I can hear my own voice out of my pc speakers Screaming: You got Mail! each time i get a whisper.
Allright here is how you install it:
First Download the addon and Copy the Chatsounds Folder into your WoW addon Folder.
Then find the sound file you want to hear when you get a whisper.
There is ofc the default sound files coming with the addon, but they arent very laud, and i dont think they are any good at all.
It needs to be a .Wav File so if got a mp3 file you wanna hear when you get a whisper, you need to convert it to .Wav before being able to use it.
I myself just recorded a quick sound using windows sound recorder.
I First tried to use a 3min Long mp3 song, but that dindt work so i Guess there is a time limit on how long the sound file can be.
Now that you got your Wav Sound File, you have to replace one of the defaults Chatsounds with it.
In my example i will replace the Default Sound file named Heart.Wav
So start by renaming the sound file you wanna hear to Heart.Wav
Then find the Sounds Folder inside your Chatsounds addon Folder, and replace the original Heart.Wav file with your own Heart.Wav File.
Then Open up WoW, Go to Sound Settings and uncheck everything except for Enable Sound And Sound in Background.
Then Write /Chatsounds to get up the Chatsounds settings and Choose Heart as the sound you want for your whisper.
Done.
You can test how it works by simple whispering yourself if you want
