Character wont level where supposed to

I have a level 23 Paladin who is levelling in duskwood, but whenever I turn HB on he just oges around doing all the shitty goldshire "Mail" Quests which gain 35 XP Is there anyway I can stop this? Also im not sure if it is just HB but whenever my character over levels and area he carrys on levelling there and doesn't go to a new place, How can I fix that?

Try a fresh HB install and make sure you load the leveling pack directly from the Buddy Store

No it didn't work, it just keeps doing the ellewyn forest quests
