Can't uninstall HB2 or install HB3

I tried to uninstall HB2, but I get an error message and asked to restart. I did restart several times still with the same error.

just delete the Hb folder

I did that, when I try to install HB3, it says there is already another version of this program. Add/Remove it.

use the zip file instead of the installer
