Can't send Recluit a Friend

Hey! any can send Recluit a Friend in US? i try for 2 hours but always got "failed to send recruit a friend request. please try again later" few minutes later

If RAf system it okay, any know how can fix this error? Ty!

I have had similar issues. Attempt to send the request from the other account. It should work. Blizz messed up the entire RAF system when they broke the $5 link. GG
