Cant install Hb

hi,

so i tried to install hb at lets say E:\HB but everything that happens is that hb crates the folder but nothing else in it even when the installation is successful. i have no failure notifications nor anything.
i tried:
start as admin
followed the clean install thread
uninstalled recent win updates (win8 64bit) from yesterday
reinsntall, uninstall etc
restart pc
eng and german hb ( im from germany)
updated net framework to the newest

use the zip file instead of the installer

any antivirus enabled?

i didnt even know there was a zipfile :<
anyways no antivirus no firewall nothin
but as long as zip works i dont really mind
