Cant get HB to install

trying to get HB installed on a spare laptop running windows 8.1
i have run the buddy dependancy wizard and it installs the required software
but then when i go to install HB it recieve this error - Element Not Found

dont use the installer.
Download the latest version of honorbuddy.
http://updates.buddyauth.com/GetNewest?filter=Honorbuddy
Then do a clean install into a new folder. Do not reinstall over a previous installation or move items from the old installation into the new one.
