The downloads available from Buddy Downloads are not limited in any fashion.
Our suggestion is to look at your Antivirus and Firewall settings. In particular, your Antivirus may have silently updated, and is now causing a false positive on the Honorbuddy download. The Honorbuddy download (and installation directory) must be an exception to your Antivirus. If you do not believe you are running an Antivirus, you are running Windows Defender by default.
Given this and your previous report, there is a high possibility you have acquired a virus, worm, rootkit, or keylogger. You may need to load some heavy duty tools, and eliminate those possibilities, also.
