Can this bot level me from 13-100?

Yes it can, as for the time I would expect less than a week overall. As for being safe, it's technically never safe, there is always a risk of being banned for using 3rd party software. If you're using your main account I would not advise using this. Only use it if you do not mind losing the account. Plenty of people have been "caught" using the bot for many different purposes, leveling included.

In short; yes.
I decided to re-roll my warrior (alliance; I state this because the horde profiles can be iffy in some WoD areas) and let the bot take over, 1-100 in about 2 days played time (with looms - 100% questing.) You can bot for years and never get caught, or you can bot for a week and get banned, it's a risk that is taken by everyone who does it.
