From what I understand, if blizz gives you back the account, they watch it closely for a little while. If thats the case, I would say it is hit or miss; depending on how you bot.

no, you will be fine. they do not ban by ip ever.

As far as I know they don't really look too much into it until you get reported on your new account. Or if you're using public Gatherbuddy profiles.
