Any amount you add to your Battle.net Balance, either through an approved payment method or by adding Diablo III auction house earnings to your Battle.net Balance, will not be refundable (except as otherwise provided by law), and you are not able to convert that Balance into cash. Battle.net Balance can only be used to buy designated Blizzard Entertainment products and services or to acquire items from Diablo III's currency-based auction house. In certain regions, Diablo III players may choose to receive cash, rather than add to their Battle.net Balance, from the sale of an item from the currency-based auction house. Those players will be able to do so via PayPal for an additional fee. Players will need to determine which method they wish to use at the time they post their auction. There is a option when setting up the auctions so that it can goto battlenet balance, or paypal. The default is Battlenet...Sucks don't it.

Ehm ok? i havent seen that AT ALL, anyway do you setup the paypal account on battle net or right in the AH window

The answer is "No". Once you have funds in your Battle.net Balance - It is stuck that way. You can only use that money to buy items from Blizzard. That is why there is a 15% transaction fee for PayPal...

You will need to set it up within your Battle.net account. You will need to have SMS support activated. (IE: You need a Cell phone)

Try buying a Wow Time/Game card and reselling it. You might lose a few bucks, but it'll transfer over and you wont get the 15% loss.

Only way you can cash it out by,
1: your friend Sell stuff for how much you have
2: you buy it
3: your friend xfer your money true paypal

Or you can have 2 account just buy your stuff
