A levelling profile from 60-70? I've searched but it just gives me honorbuddy profiles lol.

There is no leveling profile. Any profile can raise your level from 60 to 70 in few days or earlier.
You should look for best experience per hour profile. It should be Ghom, Rift or Bounty profiles.
You can choose any among those three profiles and you will do fine. Just choose difficulty level wisely.
