A watercooled pc is still going to make the same noise if not more from the water pump.
 
I live in norway, I cant buy from newegg. Anyone know of any other shops that ship to norway that accepts paypal?

I have done many custom watercooled systems. I have put pumps inside the case without any real noise.

if anything the noise from a W/C system is usually High CFM fans on the radiator cooling the water
 
You really need to better define your budget.
1000-3000 Euros is a HUGE difference.
 
Op is probably thinking what will be the most efficient system for running multiple bots.lets say 1k eur gives him 15 bots, 2k gives 30 and 3 k gives 40. The choice would be 2k.bang for buck!!!
