Aions does strictly quests if you choose. His 100-110 is great for what your looking for.

I suppose you meant the new Patch 7.2's Broken Shore, because Broken Isles is the Blizzards official name for the whole Legion continent, if so, the previous posters have answered you correctly. Plus you do not have to pay it out, just use the trial for day or two, its enough for few chars.

I have used the profile I was talking about earlier and it works amazing. Support is also wonderful.
