Each of your panels is made up of reactive cells, the most expensive part of the panels, and they have a set lifespan (charges). And yeah in the US they do the same, they are actually required by law to purchase excess power from you too, its interesting.
Are they now? I heard they only gave you credit for your spare electricity, and that the credit can only be used to get more electricity. So basically according to what I've heard before, one with solar panels in the US would get nothing except for a bit of free electricity for nights and when the panels die out. But I'm not sure since I didn't look to deep into it.
