Bot doesn't cast Mystic Ally

Hi i have this problem in my build , i have Mystic ally but the bot doens't wanna cast it ever.
i tried to chenge the rune in air but is not working as well.

Edit. Actually sometimes it work, when i take channeling shrine.

Basically IsInsideCoETimeSpan and ShouldWaitFor are bugged in that they simply refuse to work sometimes. So instead of using these I just made it check for the Cold CoE buff.
