is there a better way to control the enemy, other than being the enemy itself? the answer is simply: no, there is not. its a well known tactic. in order for others to not create a threat, you create a controllable and global threat yourself. tactical warfare operations have been using this for ages up until this very day.

but to answer your question, i dont think honorbuddy is ran by blizzard, i don't base that out of the alleged court trials they had, but frankly from my own assumptions.
