Hypothetically, you can look up a 1-600 PB profile and copy the black spots/mailboxes/vendors from within the profile.
Black spots are typically specific to the task at hand and are rarely commented ... so that may be a more "unspecific" task of acquirement.
Porifle wise, I'd lean toward Lbniese 's (PB) 1-600 Herb/Mining as it works, fully afk'able, and should include the majority of vendors/mailboxes for a larger range than only MoP.
