Best settings for Arena !

Depends on what class you are playing?
I use Enyo as a botbase with default settings.
What settings of HB?
I used to use Gladiator Suite on my hunter, druid and warrior and will continue using them when arena is back up. They are VERY good routines for arena. Never ever gonna regret buying them.
If u play arena you HAVE to setup the combat routine to only do damage and concentrate on crowd control urself (its is safer and WAY more fun that way). AND setup that interrupt timer well, you DONT want to insta-kick/kick useless stuff tbh because IT WILL get you reported!
