One of the main reasons Kupper is better for bard is being able to choose the DoT clip timings. To my knowledge (have only really tried Magitek, so my comment was a tad unfair if MoreDots or another CR does this too and I'm simply ignorant to it) Kupper is the only CR to have a feature that let's you choose the timings. Letting DoT's fall, then replace them, even if it's almost directly after is almost always a loss in DPS.
I'm not sure the conditions (gear/stats/etc) exaccuss parsed or what his settings in Kupper were, but proper clipping alone should be enough to pull it ahead if one takes into account lucky crits. I personally don't use the AoE feature in any of the CR's.
If any of the CR's could work out buff alignments (as opposed to popping buffs as soon as they're available), and maybe a customizable opening rotation of buffs and AC's that would be hands down the best CR for Bard at least. Hell I'd be comfortable using it in progression raids if that were the case.
I was parsing at i110 with tidal wave bow. And according to ffxiv sim, it's above the expected dps for my stats/gear, so i can't complain. Technically you can get magitek to choose the dot timings, you just have to edit the actual .cs file yourself which takes less than 5 minutes to do. My settings are:
