Hello, my account got banned for 72h is it possible to send raf invite from this account, before ban ends?
 
no, RAF invites can only be sent in-game now. Since you can't log in, you can't send invites.
 
Maybe is it possible to create account and for example link them few days later?
 
yes, you could do it that way. You'd have to contact support to get the accounts linked. I don't really see the point though, you'd be missing out on the bonus xp from the linking, plus it may make your RAF accounts look suspicious since you'll have to contact support, and they'll have to look at your account and will quite possibly see that you were banned and still playing during the suspension.
 
When you send the invite, the system actually create a fresh license ID, which is linked by RAF with your veteran account, so the answer is No.
 
It does create a fresh license, but you can RAF accounts up to 30 days after they've been created. You just have to contact support to do it.

Taken directly from the Blizz RAF FAQ page:

Q: My friend just started playing. Can I still recruit them even if they already made an account?
A: Yes, with the new system you can recruit players who have World of Warcraft accounts that are less than 30 days old. Simply use the standard Recruit A Friend process. When your friend receives the email, clicking the link will bind your accounts for Recruit A Friend rewards and benefits (as long as the potential recruit’s account is still 30 days old or less).

So actually, you don't even need to contact support to take care of it.

You dont need to contact Support center, just use the key embedded in the raf mail. At the end of the link says something like key=yyyyyyyyyyyyy, just copy that key in bnet site and the accounts get linked.
