Like anything, there isn't a set "best" overall ... it depends on the class, and specialization, which you're aiming to "play".
Tuanha is very well rounded, and offers a diverse routine however, Gladiator also has specific focuses where it surpasses the emphasis on a single spec of a class (despite supporting them all).
