Anyone else have this restricted access issue?

I tried to access PF and while I am able to loot at poke stops, I am unable to capture any Pokemon. After a few minutes it gives me this message "Restricted response from game server. Please try again in 12 hours." Is this soft banned or what? Sorry new to this forums so still trying to work my way around everything and learning as well. Or is there something wrong with my PF app?
