ok lets break it down (insert flame)

you can only use the RMAH of your registered homregion.

so you are european -> you can use EU RMAH -> Paypal + european mobile number needed + IP adress of your homecountry

you are a american -> you can use US RMAH -> Paypal -> US mobile number needed (or some other valid country) + IP must match your home country

so in anycase you need a mobile phone + valid IP adress (using a *** might get you locked)

i'm in South America, my mule has all info corresponding to my country and i use US RMAH.

in the same account you obviously can't use both RMAHs.

South America counts as US home region apparently
and to use the EU RMAH you have to register the account in EU ;/ you were right about that one.

i doubt you need a region IP cause of RMAH tho.
