Allow Favorite on Pokemon to NOT allow transfer

With the favorite icon established on a pokemon, no matter the settings, (unless you have TRANSFER FAVORITES) should never transfer favorites.

This allows EXTRA rules to the 1 2, 3 or NEVER transfer these pokemon, it allows the INDIVIDUAL to setup a list of their own beyond what the bot can do.

Hopefully this can be implemented.
