when HB gets updated does that mean all the plugins and bots have to be updated also?

Depends on how big the changes are. If its a small update like to this ninja patch no. If its a big content patch like 5.4 then probably yes. Also depends on how complicated the plugin is and how deep it goes into it. There is no easy way of telling. Some will need it and some wont. Depends on what they link into and depend on.
Just like in your car if you put a new engine in you dont need to replace the seats. They arent linked. But you will probably have to move your car battery to a new location for it to link to the new engine.
Its all highly depended on how the plugins were created and what they link into.

In most cases the answer is no, there are some specific routines .etc that may need to be updated, but that usually doesn't have to be done unless Apoc or Raphus makes API changes to the name-spaces. Which normally only happens with a content patch. Normally, with a hotfix/ninja patch, offsets are the only thing that has to be updated, and that normally takes a few hours. Since the bot hasn't been updated, I am assuming there was more than a simple hot fix, but without an official explanation, who knows!

It's a shame that there has been no official update for us customers from the hb team. Nothing at all

As long as there is nothing more to share this is the status. If we have something to share, we update it.
There is no need to make a thread for every line of code changed.
The devs work on an update and also work on bugs reported with the release from last week.
No, there is no ETA for the moment. It's done when it's done.
Monitor the RELEASES Forum and point all people asking the same questions each patch again and again to it
