Call of the brootherhood is what makes them shatter since you do more cold damage than just the herald of ice

call of the brotherhood helps a lot with shattering, but it isn't 100% needed. you can still shatter with herald of ice but it won't be as frequent

Herald of Ice - Curse on Hit - Assassins Mark - Ice Bite? What else?

Also the Skillbuild is for a CI build? Could we please have the LL build you're using?
