Could not load fasmdll_managed.dll

Please help, having error message below:

Could not load file or assembly 'fasmdll_managed.dll" or one of its dependencies

Additional info below:

1) I found that dll file in the same folder - not sure why this error appear
2) I have tried restart HB few times and same error message
3) I have tried to download HB again and same error message
4) Using .net framework 4.5 initially, uninstall it and used 4.0 but same error
5) I did not open HB from shortcut, I ran wow from WOW.exe file
6) Today is my first time trying to login after MOP release

Hawker, I have tried BuddyPrequisitesWizard.zip, after installing, same error message happens.
I am using Windows 7

Already tried to run WOW and HB as admin and still same error - Could not load file or assembly 'fasmdll_managed.dll" or one of its dependencies

Just to share how I fix this issue. I install back the 32 bit OS (using Vista instead of Win7) and same problem still happens. After that I discover for certain reason the Wizard does not work on my OS/PC, evertime it mention downloading and successful install, it did not happen. I manually download the .net 4.0 and C++ and intall it. HB is running fine now. Thanks for spending time on this.
