Comparing Act 1 drops with Act 2/3

I have been gone for quite a few weeks (due to a ban), but now i'm back. I know/heard that Act 1 Inferno can't drop iLevel 62/63 Legendaries & Set Pieces, but is there any difference between the iLevel 62/63 rares in Act 1 and, f.e. Act 3. Act 1 drops some level iLevel 63 items. If i loot the same iLevel 63 in Act 3, will the Act 3 one be better, or is it still randomly generated?

rares dropped in a1 and rares dropped in a3 have the same chance to be good assuming you used the same MF.
only difference is a3 drops more 63s overall

PS: You happen to know if there is a simple way to swap to MF gear? The plugin from APOC still isn't working.
