Intel Ivy's perf/price wise would be.
Intel Core i5 3570K - Best(in term of price/perf and possibility to overclock) Ivy's i5 out there, cost like ~210Euro in my region. Can be nicely overclocked up to 4+ghz and even more. Depends, if you're gonna use some non-boxed cooler or liquid CS. Imho, this one is the most price/performance efficient CPU you can get.
Intel Core i7 3770K - This one is simply best, but then again, price/performance ratio a little lower in my opinion then i5 3570 has. Cost nearly ~310Euro. Obviously you want to get this one to maximize your performance possibilities.
Not going to list anything else that cost like 500+ euro, because mainly it's not that useful as one may think it is. Both CPUs I've listed can be overclocked really high and provide you amazing performance for its price.

For those who wants good CPU and in the same time don't want to overclock anything, you should go for i5 3550/i5 3570 or i7 3770 without "K", because "K" means "unlocked" and stands for overclocking possibilities. You can save some euros that way.
As for AMD, I would like to see good alternatives, if someone can provide.

Thanks. Is the Asrock Z68 Extreme still considered a good board for the $120 it costs?

Not bad MB, but in order to use Ivy Bridge CPUs you'll need to update BIOS.
I would say that it is still good MB for its cost, had some overclocking flaws, but probably fixed with new BIOS updates.
 
You might as well get a z77 extreme 4 for the extra $10. One cool thing about Ivy bridge Intel chips is that although they may not be as overclockable as a 2500k, they are not far off being able to reach the same clock speed and will on the whole be more stable at what they do reach. They also feature a new onboard graphics processing function that effectively gives extra grunt to rendering, helping out your vid card.

alright, updated the selection to the asrock z77 extreme 4 since it seems to be the best ~$100 board at newegg.

added a question and answer regarding RMAH auction and bans.

set it for windowed apply the settings. exit the game and then go to MyDocuments/Diablo III/ and open D3Prefs.txt and change the corresponding lines to

DisplayModeWinWidth "808"
DisplayModeWinHeight "627"
DisplayModeUIOptWidth "1600" (leave this line alone)
DisplayModeUIOptHeight "1200" (leave this line alone)
DisplayModeWidth "800"
DisplayModeHeight "600"
DisplayModeRefreshRate "60"
DisplayModeBitDepth "32"

That worked for me at least.
 
Hello. Thanks for the guide. To my understanding, would it be true that if I never bot on my main, my main won't be banned even if my bot is on same pc/ip? How do I safely transfer items to my main?
