I am getting same behavior as well.
Agree, mine doesnt heal neither, when its not in combat
After some testing I've seen that it doesn't like to heal when not in combat, it can leave people at 5% health.
It doesn't Revive people.
Keeps changing me to the tank and therefore it doesn't check if the tank is in combat.

Yes, it does not heal out of combat, and that is a feature. You see, the "supposed" workflow we should use on CCs wich contains a Heal routine is only triggered internally when we're in combat, and since I did not want the CC to just keep working like crazy frying (not actually, hehe, but it would be always checking if someone needed healing) your CPU I decided I would not bother implement an exception to this and let it only heal when the internal behaviour triggered.
That being said, I'm sure I can make you (the user) have control over that fact implementing a new option on the settings. Will take some time since I got back to work and I can only do this on my free time, so, you may need to wait a few days for it to come out on the development SVN.
Usually if one person wants a feature, odds are a lot more want it to, but are just too lazy or to afraid to complain about it, but please don't be, if you say something that you don't like or you would like to see implemented is the only way this CC can prosper
I would also like to thank everyone that posted their issues, concerns, opinions and bugs on this thread, because without your help it would've not been possible for me to correct, and improve my CC.

Oh, and to the ones not using the SVN, the new version 1.0.9 it's been released and is ready for use. It finally has a Settings GUI
