Current Level & Time to Level Plugin (Is it possible?)

Looks great, but I don't think these kind of things are very accurate.
 
Everything is possible. The real question is : do you know how to develop this :P
 
Yes indeed Titan's Panel (or Foo Bar) have something like this. The more you play (continuously) the more accurately it will tell you. It's pretty simple to do it though, just let trigger a method each time you earn XP and do the mean.
 
You can grab the XP per hour in the Info tab of HB. With that, it's pretty simple to get the remaining time before reach the next level.

remaining time = remaining XP / XP per hour
 
this can be done in many wow addons, this is just visual effects which is pointless.
